It appears I'm not the only one experiencing this. This question on the se.meta site reports the same issue. So it seems this is not a new feature of IPS or an intended change on IPS or SE at large.

Just a guess, but I did a rapid edit immediately after posting which may have effected the time stamp. Also I posted from mobile, so it may be a mobile issue... You don't get the same close and edit notices when you're writing an answer on a mobile device.

I did indeed change the question on the tour page earlier, as I said in the post you linked. Since then, the question and one of its answers were edited. This has its own question on meta.se. But four does equal five! The upvote you received at 09:16 is still 'unread' (marked in yellow) at the top of the list. This is not a bug. This is status-bydesign. The progress bar is not full because this site has not completed 90 days in public beta yet. In case of graduated sites, the progress bar is full and instead of public beta in the end, there is beta. See this.

I don't really see how this is a different bug than the one that Tinkeringbell linked you to on MSE. Your top bar missed out on one upvote that you got during the hour or two that the reputation changes weren't being sent to the top bar... so it says +100 instead of +110. I'm guessing it's the upvote at 18:23 that's missing as that coincides with the time ...
